Summary
This permission gives a user Human Resource privileges, namely for specifying program coordinators and other important HR functions.

Important Note
Do not use this permission for new/upgraded code - It's use has been superseded by the use of more module-specific permissions. It may be deprecated in the future.
This permission is DIFFERENT from the Contact Database-Access Staff - HR Info PERMISSION (con stf hr) permission, which has different uses.
